Jordanian Employment and Technical and Vocation Education and Training (E-TVET) Jordan is a young nation with a strongly growing population and a lack of natural resources and the country considers well educated human resources as one of the major priorities. The aim of E-TVET is to secure employment of the Jordanian workforce and to contribute to the development of Jordan’s human capital in line with lifelong learning principles. The main external challenges for the sector are the labour mismatch causing high youth unemployment (especially among women), the country’s dependency on expatriate labour and the low image of the TVET sector. This calls for an upgrade of the governance, quality and relevance of the E-TVET sector and In order to reach this goal the E-TVET reform is focusing on the rationalisation of the E-TVET system and its training and education programs, on private sector involvement and on improving the image of E-TVET careers and education and training programs.
ETF activities in 2012 Based on findings of the Torino process 2010, on the developments in the E-TVET reform process and on specific request from the main Jordanian counterpart, the main support activities that have been identified are: i) A multiannual initiative for support to the E-TVET Council in the design and implementation of a strategic and systemic approach for career guidance in Jordan with a focus on gender. In 2012 the multiannual support to the implementation of the career guidance strategy will continue focusing on capacity building and peer learning with the aim of strengthening the capacity and common approach of the Career Guidance Committee and the to be established Implementation Unit. Linked to this initiative some support will be dedicated to the development of the NQF as a tool to offer a clear grid of all education and career opportunities in the country. ii) Support to the Monitoring and Evaluation Committee in collecting, analysing and the effective use of evidence for better informed policy decisions will focus on the up-dating and improving the Torino report 2010.
Linking up with other initiatives Besides the above mentioned activities, Jordan is also involved in three regional ETF projects: - Social Partnership and VET in the Mediterranean Region - Regional Qualifications in the Euro-Mediterranean - Regional project on Entrepreneurship Learning (Euro-Med charter of Enterprise)

Where necessary, the ETF Jordan country team will support the EU SPSP for Support to the Employment and TVET Reforms. Among the six pillars of this programme the promotion of female labour market participation and career guidance development within employment services are closely related to one of the ETF support activities.
The ETF team will also coordinate its activities with the main donors supporting similar developments in the E-TVET reform.
