Governance, work-based learning and social partners’ cooperation in Albania, Montenegro and Serbia
This report examines governance, work‑based learning (WBL) and social partners’ cooperation in Albania, Montenegro and Serbia.
It provides an overview of how WBL has been introduced and implemented within vocational education and training systems, highlighting common approaches as well as country‑specific differences.
The study shows that all three countries have established regulatory frameworks and institutional structures to support WBL and involve social partners, but challenges remain in coordination, capacity and implementation.
It identifies key gaps, including limited employer capacity, uneven quality of training and the lack of clear standards for workplace learning and assessment.
The report concludes that strengthening partnerships, improving quality assurance and enhancing stakeholder engagement are essential to make work‑based learning more effective and sustainable.
