ETF Digital Education Reform Framework
The ETF Digital Education Reform Framework is a tool designed to help policy-makers develop effective, inclusive and evidence-based digital education systems in the post-COVID context.
It guides digital education reform by outlining key policy areas such as infrastructure, skills and pedagogy, together with the conditions required for successful implementation, including inclusion, data use, stakeholder engagement and quality assurance.
The framework supports governments and stakeholders in understanding what types of digital education initiatives to prioritise and how to implement them successfully, recognising that digital transformation requires coordinated, system-wide change rather than isolated interventions.
Overall, it promotes a holistic and human-centred approach to digital education, aiming to improve access, quality and relevance of learning while ensuring that digitalisation strengthens, rather than deepens, educational inequalities.
