The Torino Process is a country-led ETF initiative that assesses vocational education and training (VET) systems and their development over time. These reports provide evidence-based insights into national policies, challenges and progress, supporting dialogue and reforms in partner countries. In the medium term, employment in modern manufacturing and service sectors is to be increased in order to achieve greater regional
and international integration.

The Rwandan government recognises technical and vocational education and training (TVET) as one of the central pillars of economic transformation and industrial development.

One way to achieve this is to establish so-called TVET Centres of Excellence, a path that numerous countries have already taken in order to achieve the highest quality of training in selected sectors.
