Mapping of qualifications recognition centres
This report maps qualifications recognition centres (QRCs) across Europe and ETF partner countries, analysing their structures, functions and challenges. The mapping covers 55 countries, with 48 fully participating, and identifies 55 centres operating at national level, most countries having a single QRC. It shows that QRCs are typically hosted by government agencies or ministries and operate within broader education or skills systems, often with responsibilities extending beyond qualifications recognition alone.
Across countries, QRCs mainly focus on the recognition of higher education degrees and qualifications for employment or further study, while also providing information, guidance and referral services. The report highlights key challenges, including staff capacity, resource constraints, digitalisation needs and difficulties in accessing reliable information, as well as the growing complexity of recognising diverse and non‑traditional qualifications.
It concludes that strengthening cooperation, investing in staff skills and digital systems, and improving access to information are essential to enhance qualifications recognition and support mobility and labour market integration.
