Validation of non-formal and informal learning in the EU Neighbourhood

This report analyses the development of validation of non‑formal and informal learning (VNFIL) in five EU partner countries: Azerbaijan, Georgia, Jordan, Moldova and Ukraine. Highlighting progress, challenges and policy directions, it shows that while legal frameworks and pilot initiatives are expanding, implementation remains limited due to low awareness, insufficient funding, weak coordination and a lack of clear beneficiary focus.
VNFIL has strong potential to support lifelong learning, employability, upskilling and social inclusion, but requires stronger links to labour market policies, better quality assurance, and more targeted support to become an effective and widely used system.
