Rapid Education sector Diagnosis (RED) is an ETF methodology designed to deliver a rapid, evidence-based assessment of a country’s education system, focusing on the most critical issues affecting its performance.
It combines data analysis and stakeholder consultations to identify priority challenges and translate them into actionable recommendations that support policy reforms and guide EU financial assistance.
Structured around key dimensions — inequality, financing, governance, and cross-cutting themes like digitalisation and the green transition — RED provides a targeted, context-specific diagnosis that helps governments and the EU prioritise interventions and strengthen the resilience of education systems.
