Youth disengagement and skills mismatch in the Western Balkans
This paper examines youth disengagement and skills mismatch in the Western Balkans, in the context of the EU Youth Guarantee initiative. It analyses recent trends using key monitoring indicators, with a focus on young people not in employment, education or training (NEETs), and highlights the challenges young people face in entering the labour market. The paper provides evidence on rising NEET rates, gender disparities and the prevalence of skills mismatch, showing how these factors contribute to labour market vulnerability and longer transitions to work. It supports policy makers by offering insights to inform the design and gradual implementation of Youth Guarantee schemes in the region.
